\nthe firmest support of political authority, and a security for the<\/span><\/strong>
\nliberty of the citizens. But this constitution is a vain <10> phantom, and<\/span><\/strong>
\nthe best laws are useless, if they be not religiously observed: the nation<\/span><\/strong>
\nought then to watch very attentively, in order to render them equally<\/span><\/strong>
\nrespected by those who govern, and by the people destined to obey. To<\/span><\/strong>
\nattack the constitution of the state, and to violate its laws, is a capital<\/span><\/span><\/strong>
\ncrime against society<\/span>; and if those guilty of it are invested with authority,<\/span><\/strong>
\nthey add to this crime a perfidious abuse of the power with which they<\/span><\/strong>
\nare entrusted. The nation ought constantly to repress them with its utmost<\/span><\/strong>
\nvigor and vigilance, as the importance of the case requires. It is<\/span><\/strong>
\nvery uncommon to see the laws and constitution of a state openly and<\/span><\/strong>
\nboldly opposed: it is against silent and gradual attacks that a nation ought<\/span><\/strong>
\nto be particularly on its guard. Sudden revolutions strike the imaginations<\/span><\/strong>
\nof men: they are detailed in history; their secret springs are developed.<\/span><\/strong>
\nBut we overlook the changes that insensibly happen by a long train<\/span><\/strong>
\nof steps that are but slightly marked. It would be rendering nations an<\/span><\/strong>
\nimportant service, to shew from history, how many states have thus entirely<\/span><\/strong>
\nchanged their nature, and lost their original constitution. This<\/span><\/strong>
\nwould awaken the attention of man-kind:\u2014impressed thenceforward<\/span><\/strong>
\nwith this excellent maxim (no less essential in politics than in morals),<\/span><\/strong>
\nprincipiis obsta, 9\u2014they would no longer shut their eyes against innovations,<\/span><\/strong>
\nwhich, though inconsiderable in themselves, may serve as steps<\/span><\/strong>
\nto mount to higher and more pernicious enterprises.<\/span><\/strong><\/p>\n
