That all vaccines administered are hereby ordered to be voluntary on the part of the recipient of the vaccine. Any and all mandatory orders are hereby classified as canceled foreign instruments thereby issued by an unauthorized and foreign totalitarian dictatorship. No peaceful inhabitants are required to accept a vaccine, submit to a test, or suffer any form of persecution for not participating in any Public Hysteria nor are they forced to believe in the religion of science.
