The Great Jury agrees that Respondent Christopher Andrew Wagner of the Hamilton County Court of Common Pleas actions are of such a serious nature that these actions merit the charge of War Crimes, wherein the Respondent has deprived a civilian/inhabitant the right of choice to consent to voluntary medical experimentation in violation of Article 1 the Nuremberg Code.
